WASTE DISPOSAL:  Reception of ship-generated waste and cargo residues from vessels shall be carried out pursuant to the Ports Act, the Minister of Economic Affairs and Communications Regulation No. 78 of 29 July 2009, ``Procedural requirements for the delivery and reception of ship-generated waste and cargo residues, surveillance procedure of reception, delivery, notification and record-keeping of ship-generated waste and cargo residues'', and applicable Port Authority ship-generated waste and cargo residues reception and handing plan.
Information regarding the type and quantity of ship-generated waste shall be provided to the Port Authority:
  1. at least 24 hours before arrival in the port, if the port of call is known
  2. immediately upon the port of call being known, if this information is available less than 24 hours before the arrival in the port of call
  3. upon departure from the previous port of call at the latest, if the voyage duration is less than 24 hours.
The Port Authority has to organise the reception of ship-generated waste and cargo residues at the harbour. The Agent shall organise the delivery of ship-generated waste with the vessel. Additional information on reception of ship-generated waste can be obtained from the Harbour Master's Department.
MEDICAL:  The healthcare facilities in Estonia are very good. There are two main hospitals in Tallinn, Mustamae Hospital and East Tallinn Central Hospital. There will be staff in both hospitals that speak English.
REGULATIONS:  EU MRV:  The EU MRV (Monitoring, Reporting, Verification) regulation entered into force on 1 July 2015, and it requires ship owners and operators to annually monitor, report and verify CO 2 emissions for vessels larger than 5,000 g.t. calling at any EU and EFTA (Norway and Iceland) port. Data collection takes place on a per voyage basis and started 1 January 2018.
The reported CO 2 emissions, together with additional data, are to be verified by independent certified bodies and sent to a central database managed by the European Maritime Safety Agency (EMSA). The aggregated ship emission and efficiency data will be published by the EC by 30 June 2019 and then every consecutive year.
Ship owners and operators shall monitor the CO 2 emissions of their vessels per voyage conducted into, between and out of EU (and EFTA) ports. A voyage is defined as any movement of a ship that originates from, or terminates in, a port of call (EU port) and that serves the purpose of transporting passengers or cargo for commercial purposes.
